As I heard, our Ulaanbaatar Railway ordered to buy as new contract 5 more mainline locomotives from the Transmash withing first quarter of 2024. Just I guess that it can be 3TE28 instead 2TE25KM. Anyone knows about it more clearly?

If you believe the factory release plan, it will be 2TE25KM. A total of 41 diesel locomotives will be exported in 2024. Including apparently 5 diesel locomotives for you. 3TE28 are not planned for export. Only Russian Railways and industry.
