А что за кабель к нему присоединён? У ТГК2 есть возможность батарею заряжать через такой внешний штекер?

Скорее всего для это для подогрева дизеля. Да и подзарядку АБ таким же образом можно организовать, сейчас импульсные источники питания дешевые
